Ms.
England received her baccalaureate and law degrees from
the University of Southern California. She was admitted
to practice law in the State of California in 1962.
After five years of private, general practice, Ms. England
accepted a position with the State Compensation Insurance
Fund, working as a trial attorney in Los Angeles and
Orange counties. In May, 1970, Ms. England was appointed
to the bench by the Workers Compensation Appeals Board,
presiding in the Pomona and later the Santa Ana District
Offices of the Board.
In 1975, Ms. England was admitted to practice law in
the State of Washington, and joined a firm specializing
in the representation of industrially injured workers.
Thereafter, in June, 1977, Ms. England returned to the
State of California and began a law firm in San Diego,
specializing in the defense of workers compensation
claims, representation of various public entities in
disability retirement proceedings, and employers in
certain issues where workers' compensation laws overlap
with other areas of state and federal employment law.
In the course of that practice, Ms. England became a
California certified specialist in the field of workers'
compensation.
Ms. England was again appointed to the bench in 2001,
assuming the responsibilities of a Workers Compensation
Administrative Law Judge for the Workers' Compensation
Appeals Board in San Diego, where she presided over
workers' compensation matters until March 31, 2007.
In
April 2007, Ms. England returned to private practice.
She joined former law partner Barry Ponticello and attorney
Renee St.Clair in the formation of England Ponticello
& St.Clair, which firm is dedicated to the defense
of employers and insurance companies in various administrative
and civil employment related litigated matters.
Ms.England
has been a frequent state wide speaker on various workers'
compensation and employment related issues over the
last 35 years. She is regularly consulted by many organizations
to present educational topics, including the Insurance
Educational Association, the Council on Education in
Management and the State Bar of California. She continues
these presentations with her full litigation caseload.
